According to this leak (with no apparent red flags ), there is dedicated hardware boasting 300 Tops of performance, roughly equivalent to the capabilities of the tensor cores found in the 3090.
So it wouldn't be suitable for other AMD GPUs. Using AI or not, it's just upscaling, nothing to get excited about.
If you played Final Fantasy 16 and other similar games on PS5 (I still console game frequently regardless of owning a 4090) you'd be excited. Image quality is god awful in console games that use FSR 1/2 even worse than on PC which is already pretty bad.
